DEBATE OVER DECISION TO ELECT MMDCEs




It appears a debate has emerged about the issue of whether or not to elect Metropolitan, Municipal and District Chief Executives, MMDCEs by the universal adult suffrage. 

The President-elect, Nana Akufo-Addo has stated his commitment to his campaign promise to have all MMDCEs elected by popular vote from next year, when the next District Level Elections are scheduled to be held. However, all three panelists on Garden City Radio’s Super Morning Flight advised the incoming government to reconsider the proposal, considering the inherent negative effects. 

The MP-elect for Bantama in Kumasi, Daniel Okyem Aboagye, noted that choosing MMDCEs without any restrictions could go against the government and also work against the interest of the citizenry. 

According to him, the MMDCEs must be people who are loyal to the President and government, so as to share in his development agenda. 

A former President of the National Association of Local Authorities, Ebenezer Akuoko Frimpong, who is the out-going Sekyere Central District Chief Executive and one of the longest serving DCEs in the country, noted that the proposal if eventually carried out, will go against the government, since governance in certain administrative districts and even regions would then be ceded to a political party either than his.

 The beneficiary parties would also use the opportunity to create disaffection against the government. 


Mr. Frimpong agrees with the proposal by the Constitution Review Committee that the President nominates five qualified persons who must further be whittled down to three through an interview by the Public Services Commission before the District Assemblies eventually vote on them.   

On his part, the Ashanti Regional Secretary of the CPP, Abdul Salam, also disagreed to the planned popular votes on the MMDCEs. 

He explained that any MMDCE elected from outside the ruling government will rather be against the ordinary citizen, since any such district administrative head could refuse implement programmes and projects initiated by the reigning President and his party.
