NPA TO IMPLEMENT LPG CYLINDER RE-CIRCULATION POLICY


The National Petroleum Authority has embarked on a nationwide stakeholder consultation on the government’s LPG Cylinder Re-circulation policy to engender cooperation and support to ensure a smooth implementation. 

During a meeting with the Asantehene, Otumfuo Osei Tutu at the Manhyia Palace in Kumasi, the Chief Executive Officer of the NPA, Hassan Tampuuli, emphasized the fact, that a Local Content Policy developed by Cabinet mandates only Ghanaians to be involved in the Re-circulation. 

The NPA’s two attempts this year to implement the LGP Cylinder Re-Circulation policy have not been successful following stiff opposition from members of the Ghana LPG Operators Association who fear that they would be thrown out of business if the policy is allowed to take off.

 This is what has caused the NPA to engage in wider stakeholder consultation to engender public cooperation and support for a successful implementation. The meeting with the Asantehene, Otumfuo Osei Tutu, at his Manhyia Palace in Kumasi is the second of such high profile consultations with stakeholders after the first one with members of the Council of State in Accra earlier. 

The CEO of NPA, Mr. Hassan Tampuuli, disclosed that only local companies will be allowed to participate in the LPG Cylinder Re-circulation policy. 

Mr. Tampuuli disclosed that four entities including the Ghana Oil Company Limited, GOIL have expressed interest in building bottling plants in Kumasi to participate in the Re-Circulation policy. 

They will employ at least 40 Ghanaians each to shore up the employment situation in the country.

 He assured that, no existing operator will lose his or her business after the implementation. 

Making reference to the Kwame Nkrumah Circle in the 2015 June 3rd twin disaster and lately, the Total and Next Bon Gas Stations in Kumasi, the Asantehene, Otumfuo Osei Tutu, expressed worry about the recurring involvement of fuel service stations in flooding situations in parts of the country in recent times. 

He therefore entreated the NPA to collaborate with the other regulatory institutions to streamline the siting of fuel service stations and LPG re-filling centres to protect members of the public against explosions.
